The following information was recently passed to me and I thought it would be of interest to many of our members including those of us that do not live in Navarre.  Some interesting shifts in position for some of our politicians past and present……. One interesting item of note will be to listen to how the needs have changed since 2004 and what impact our current economy has on people opinions of what they really want in a community.  I always valve the lessons of others around us.

Santa Rosa County has updated its website to include additional information regarding the Navarre Town Center Plan.

The Heart of Navarre Overlay District will be discussed at the Local Zoning Board Meeting on August 11, and at two (2) public hearings with the Board of County Commissioners on Thursday, August 25.  More information is available by clicking the link below.

Feb. 24, 2011 Letter to our members:

Today, the SRC Commissioners approved entering into the Joint Participation Agreement with UPA and FDOT to guarantee the maintenance of our improvements on HWY 98, so we are a go to obtain final approval for phase 1 on the beautification efforts for HWY 98 and Garcon Point intersection\

ALSO, the third time was the charm with our County Commissioners.  At today’s regular Board of County Commissioners meeting, Garbage Consolidation was raised again and Commissioners Bob Cole and Jim Melvin indicated they had heard the south end loud and clear and they believed the staff may have erred in their selection of services they deemed appropriate for the south end.  While Commissioner Lynchard wanted to stay the course with the decision as had been announced and Commissioner Salter cautioned about setting a bad precedent, Commissioners Melvin and Cole led the effort to suspend the current award and task the staff to reevaluate the services as requested by the south end including making the service mandatory.  County Administrator Walker requested ten days to two weeks to re-evaluate the responses of the bidders and reconsider what services should be priced out.

The main debate centered around mandatory service, single stream verses dual stream recycling, small recycling bins, and automated side pick-up verses manual rear pickup.

There did not seem to be any concern about the who was the winners verses by the Commissioners, although there was plenty of concern about Allied Waste being considered a “distant” third when their approval rating was extremely high in the two communities where they currently maintain a “franchise” type arrangement in the City of Gulf Breeze and Grand Pointe.  An Allied representative complained that they had not been evaluated based on the services requested by the south end or they would have finished substantially higher.

If nothing else, the events of the past three weeks proves to me that when we stick together and work together for a common cause we do have a loud and strong voice that IS heard!

Please, pass the word that UPA is alive and well and we can make a difference for our Fairpoint Peninsula!  If you have not sent in your membership dues yet or you know a business or community that has not joined our efforts, please get them to come to a meeting and hear what we are doing…..

Regards,

Donald Richards

Scenic Designation” for Hwy 98 project is progressing well and SRC Commissioner Lane Lynchard is reviewing our recommendations prior to us presenting to the full Board of County Commissioners for their support and approval to conduct a public hearing of the associated ordinances and the impact of obtaining the “Scenic Designation”.  The most important aspect will be UPA’s ability to submit applications for state and federal grants for beautification and pedestrian safety improvements along the route.  Stay tuned for more updates on this most important community project.
